MANAGEMENT AND KEY PERSONNEL

Ron MontgomeryRon J. Montgomery, District Manager

As administrator and executive to the Board of Trustees, provides overall directions to the various operations and activities of the District, typically assigning the details of the day-to-day implementation of programs to subordinate staff.

Serves as District Technical Subject Matter Expert for matters related to the ecology, systematics, distribution, and management of mosquitoes and other insect vectors and their habitats in rivers, streams, ponds, wetlands, and other aquatic habitats within Western Umatilla County, and matters related to mosquito-borne diseases and human health risks to residents of the Western Umatilla County.

Responsible for evaluation and analysis of data from field surveys, scientific literature, and other sources for mosquito-borne diseases and human health risks. Participates in a wide variety of office and field operations by providing technical leadership and support in the collection, analysis, and preparation of draft reports.

Prepares and administers an annual budget, maintains budgetary controls over expenditures.

Works with the Board and appropriate County and State Agencies to develop "Grant Proposals" to assist the District in obtaining funds for specific projects and to supplement the limited District budget.

Plans and develops a program of public relations and community education.

Randy GerardRandy A. Gerard, Field Supervisor

Under direction of the manager, plans, organizes and directs field inspection and control operations; supervises employees engaged in such operations and to do related work as required. Maintains and operates any and all of the facilities and equipment of the District, or direct such maintenance or operation. Makes investigations and inspections as may be required to determine both the needs and the effectiveness of control operations.

Carries out the safety program of the District, including tutoring of employees for pesticide applicator certification and on the job training of employees in different techniques and equipment usage.

Operates and supervises the operation and spraying of ULV ground adulticide program.

Maintains and updates maps used in the daily operations of the district.

Handles public relations problems resulting from field operations; calls on property owners and others concerned and explains the Districts program and solicits property owners' cooperation in vector control.

Janie Cuellar Janie Cuellar, Bookkeeper

Under direction of the manager, maintains the financial records for each fund of the District and all related subsidiary records; keeps accounts with all receiving and disbursing (procurement) officer of the District; Pre-audits claims and demands against District before allowed and prepares necessary checks in payment; Prepares payroll and related personnel or time charge records, prepares yearly records for submittal and works with auditor; prepares and distributes forms and payments for state and federal tax requirements. Takes and prepares minutes from all District Board Meetings.

Acts as receptionist, answers telephone, receives and routes visitors; answers questions on agency operations or refers to appropriate person; takes service requests and complaints, obtaining necessary information and referring to appropriate persons;

Entering of data from inspection\sprayer reports and light trap collections into the district specialized computer program; generating specialized reports from imputed data, preparing computer generated graphs of field data, checking data entry for errors, making regular backups of imputed data.
